Admin won't let me use my USB to system restore

I've been trying for the last few weeks to access my admin account and I've tried absolutely everything yet nothing seems to work. I read that I should create a bootable USB and restore windows that way. I downloaded an operating system and the admin symbol still shows so it won't let me even do that.
I hope you can help me as I really want to play the new Football Manager but I'm unable to play it due to these restrictions

Where did you get the OS you downloaded?
How did you create the USB flash drive?

You need to boot the USB flash drive, not run it from a booted Windows 7.

I got it online.
I used Rufus to create the bootable USB
Oh how do I do that?

Because I already have Windows 7 and there is no point buying another disc I downloaded it from pirate bay.

The 1st is a German torrent download site with verifiable MD5 checksums for each of the available ISOs.
To download Windows 7 using a torrent file, we will need a torrent client.

Any torrent client will work, though, but I recommend qBittorrent. All the others I've looked at try to install
other garbage along with the torrent program so avoid them.

I just tried option 2 but it's asking me to log on as admin before I can access system recovery options

You are doing this from a booted Windows 7 installation disc? Sounds like you are trying to do this from the booted Windows.

You can try enabling the hidden Administrator account the loggin in as Administrator and using it to fix the password on your other Admin account.

I tried to do it through system recovery options and through legacy mode but each time it's asking for admin permission before I am allowed to do it. I'm doing it through USB I don't own the CD.

How do I do that?

I just tried but it says access is denied even through command prompt

You have to boot a Windows 7 install disc. Just follow the directions as written. I know it works, I've done it many times.

But I don't have an install disc. Moreover, my laptop doesn't have a disc drive.

You can download a Win 7 ISO, make sure you get the one that matches what you have installed on your PC.

Create a flash drive instead of a DVD using Rufus. Boot the flash drive and follow the directions in the link.
