After restarting I get this error

Hello everyone,


I get this ever every time I restart my computer, I don't know when it started to happen but I think it started when I install one of them programs that change the icon but I can't be sure.
I attached a photo with the error, any help would be appreciated.

Have you got any Restore Points prior to this happening?

It looks as if you have changed permissions on these folders
