All application icons not displaying properly

Okay, I am at my wits end. I have tried to repair. I rebuilt the icon Cache, and used the registry fix that was available here on the forum and nothing is working. Here is a screen shot to show what is wrong:

All application files(.exe) are the same. I don't know what else to try. Help please.

Do the shortcuts still work otherwise?

You might see if downloading and merging the .reg file for the listed lnk (LNK) and exe options in the tutorial below may be able to help. It will restore the default associations for them.
