ive had this problem with windows xp on another computer and it continues with windows 7 on this computer. this is a windows problem not a computer problem.

I caint believe Microsoft has not fixed it.

if I have a lot of pictures in a folder, say 400, and I try to delete a few or even all at once by pressing shift/delete, the pictures will not delete completely.

I can still see the pictures but they wont open. if I click on one it will say "windows photo viewer cain't open this picture because either the picture is deleted, or it's in a location that isn't available."

obviously I can still see the picture but it wont open and its not deleted completly. I guess when I click shift/delete the picture is not completely erased from the memory. I have a 750 hard drive that has 650 gb free and 8gb ram and core 2 cpu. so its not a memory problem.

the only way i can delete them completely is reboot and run ccleaner.

what can I do to fix this? i have never seen this problem listed in any forum.

I wish Microsoft would fix this cause I know im not the only one with this problem.

I don't use "shift/delete" but do use Ctrl+Left Click to randomly choose, for a consecutive group use Shift+click the first then the last or Ctrl+A to get all in the Folder then Delete. I use Shift+Del to bypass the Recycle Bin to permanently delete the files. The issue you are seeing is that Windows doesn't always refresh the view, I click a different Folder on the left then come back to the first, usually has cleaned it up. Maybe pressing F5 to Refresh will work, or perhaps click View, Refresh [at the bottom of that menu].
