Android Phone USB Driver?

I have a cheapo Android Phone (TCL A30). When plugged in I get the Code 10: Device cannot start error in device manager. I downloaded the Google USB driver but Windows will not install it, it says my current driver is up to date. Searching from drivers online just ring up a zillion scan websites. Anyone have a solid USB driver for Android for Win 7?

When you plug the phone into the computer did you chose the option in the phone for USB data transfer?
