Annoying Start up Issue Cant Connect to Windows service

Hello And thank you for your Time

I have been trying to fix this issue with Windows 7 ultimate x64 few days now

this is what heppend i was Overclocking my CPU Benchmarking all that fun stuff and had a Fatal Blue screen crash then after Rebooting and of course reseting bios back to defualt i have done this many time befor but now for soem reason when i go to start up windows and logon to my account it looks like a Default account every thing works normal except i have non of the icons i once had and start up programs

i made a restore point but it is to far back i would lose to much also iam getting a "Cant connect to Windows Service Message" on start up and oddly enough some times it will work after a few restarts and "Viceversa" every thing back to Normal but i noticed it will first boot up a windows XP like task bar, after 10 sec back to the Win7 Taskbar

now i have tryed everything out there All kinds of CMD commands registry programs they all see crazy amounts of Reg Errors

im trying to figure out the Event Viewer but i dont know how to export all the info

please Help :( sorry about the English and grammer im in a hurry

also i get a black task bar and black wallpaper after rebooting some times

Hello sillymaster, apologize if no one came to assist you.

Boot into safe mode.
Type services and right click on System Event Notification Service> set startup mode to Automatic. Do NOT attempt to start the Service.
Make sure the Event Log Service is also on Automatic.
Reboot into Normal Mode. The Service should be started.
