Are there any core i5 tweaks to improve performance?

I just bought a Dell Optiplex 7020 with a core i5 processor (4590) running at 3.3GHz 4G RAM. Aside from adding more RAM, are there any other tweaks that can be done to improve performance?

With Intel chips, it's only the 'K' versions that can be overclocked - i7 4700 vs i7 4700K etc.

The issue with SSDs is on my last pc (pentium D core two duo 3.4GHz) I put SSDs and removed the HD and did a fresh installation of Windows and all the programs, I was very surprised that there was NO IMPROVEMENT IN PERFORMANCE so I'm thinking twice about putting in SSDs on my current 3.3Ghz system

The only benefit an SSD will give you is massively reduced boot times for your OS and programs will load quicker if they're installed on an SSD.

In what way is your PC acting slowly? If you can elaborate on that people may be able to give more focused replies.
