Associating IMEpad with Notepad?

Every once in a while, I need to input a Far Eastern language character. I normally use Notepad with IMEpad to draw the character.

Is there a way to automatically open up the IMEpad whenever I open Notepad? In other words, is there some string I can put into the Notepad shortcut "Target" command line to do this? Or is there a way to create a "macro"?

Thanks. While I know how to launch Notepad through a batch file, the question still remains, can the IME pad be launched from a command line in the batch file? I have searched, but can't seem to find a way. Perhaps I am not inputting the correct queries into Google.
