Holy mother of god. Those addon screenshots, and the Control Panel one... How long does your PC boot for? Two days?
There's definitely too much c**p on your PC, it's not surprising at all that IE is affected.
If you've cleaned out unneeded addons, just do a full reset and disable ALL addons in IE. You don't need a single one to be able to browse the internet like in any other browser.

Well we're narrowing the problematic ones down Java and Shockwave gaming add-on,
If the issue persists we may look at some of the others but I believe things should be better,
So not quite as shocking as I've seen much worse
It is quite a list of programs though
