Ati 9600

I have a ATI 9600 in a FIC IC-HU61 with WIN 7.
Win 7 set up everything at install but the sound, and then with a update did the sound. The 9600 was set up by Win 7 with DirectX 11.0!?!
Nothing else I have sets up with 11?
What is advantages of 11 over 10 or 9?
