Auto arrange is off, but it still arranges.

My boss likes to arrange his folders on his desktop a certain way and has turned off auto arrange. He is using dual monitors and places the the folders into his secondary monitor for easier access, then stay there without any issue until he needs to reboot, then windows arranges them back as if auto arrange was on. Any thought as to what could be causing this? Thanks for any input.

Once arranged, try right clicking and select Refresh, both monitors.
You could also try installing a program like DesktopOK to remember icon placement.
