Is there any way I can tell windows to execute various commands when I pull the power adapter from my laptop? For example, I could tell it to close certain background programs that drain battery life or to change the resolution automatically to save power.......

You can try Task Scheduler...

The menus are quite complicated but if you can figure out what event is tripped when the computer switches to battery power then you should be able to set it up correctly.

You can also try an alternative to Task Scheduler such as Z-Cron
