Availability of "Libraries" in Win 7 Home Premium

Folks, I've seen a thread on this subject but I'm confused. I just brought home my new Tosh PC with Win7HomePremium. I've done nothing to it whatsoever but Libraries does not work. If I right click on LIBRARIES and click new, the box is greyed out with (empty) in it. If I click, say a photo folder, click include in library, select pictures library, absolutely nothing happens. Double clicking ANY library does absolutely nothing. I can slect a photo folder, click Include in Libray, create new library; behold, I get a new library with the name od the folder selected BUT, you guessed it, clicking it does absolutely nothing.
Now I've read the thread and seen a particular post by BRINK; I've done no 7 - remove and restore library, as suggested, to no avail. Now, I'm not dying to get my hands on Libraries but what bugs me most is why I do not have it with a new delivery and why it seems so complex to get it to work or not get it to work? I really believed Win7 was MS's really complete OS. Am I naive? Any help on this issue greatly appreciated. Thank you

Since it's new, contact Toshiba and make them fix it. This should work.

Take it back to the store you bought it from and show them the problem. Have them fix it or replace it.
Most places have a decent return policy but some have a 15% return to stock fee.

Guys, went back to the shop. Their response is they will scrub the whole disk and re-install Win7. I argued why they would have to do that. Why not just re-install Win7? But no; that's they way they say they have to do it. And of course, no guarantee that I will have Libraries at the end of it!!
Am I crazy? Surely, it is possible to simply install a clean version of Win7 on top of what I have without erasing the entire disk? I have a Sys Repair Disk that I created just recently but presumably no matter what I do with that, it can't solve my problem, since Libraries has not worked from Day 1?

Your half right. Installing a clean Install of Win 7 WILL scrub the disk. However, Windows (very cleverly) will back it all up for you into a folder called Windows.old which will have all your files in there. (or at least your Windows files... I'm not sure about user data... back it up first!)

In order for the Library folders to function properly you need to first set up a Homegroup with another Windows 7 PC.

In order to see the Library folders from another Homegroup computer you need to share some of the Library folders. Just highlight the Library folder and at the top of the page choose "share with" then click "Homegroup read/write". You may need to add "Everyone" the list also.

If this was a single machine that wasn't joined to a Homegroup then you can't use any of the Library folders. I believe that these are the reasons you could not use or access any of the Library folders. If this was a file problem you could most likely fix those lost files by executing a sfc /scanow in the command prompt.

Remember that Libraries are only thumbnail icons of the files you have stored in your User name> My Document, My Music etc. folders. They are not the actual file or folder.
