Best to store a spare battery drained?

As title suggests - is it better to drain a battery then store it?

I.e. I have a spare laptop battery....

If you have a spare lithium-ion battery, use one to the fullest and keep the other cool by placing it in the refrigerator. Do not freeze the battery. For best results, store the battery at 40% state-of-charge.

If I keep it in the fridge will it "dramatically" increase the life or would it be like 0.0045%?

it will prolong the life being kept in cold storage better than room temp etc, if you are leaving it for long periods. swop the battery's over now and then though, also these type of battery's like to be discharged FULLY at least 5 times and then recharged then they work optimized.
