Bing 3D maps won't install

The installation simply stops apparently before the download is completed. Only references I can find talk about .NET Framework and WIC, but in the context of XP. Aren't those those things included in Windows 7 Ultimate?

Bing may require a specific version of net framework. Is there any listing of the error or problem in event viewer? type eventvwr in search>windoes logs>applications. Look for errors (red in left column) that have app hang, app crash, or the bing installer listed. If you find them make a screenshot and upload it to us

Found this in the event viewer from earlier today, probably the first time I tried to install: Product: "Bing Maps 3D. The application tried to install a more recent version of the protected Windows file C:\Windows\system32\xinput9_1_0.dll. You may need to update your operating system for this application to work correctly. (Package Version: 9.10.455.0, Operating System Protected Version: 6.1.7600.16385)."

I went to Windows Update and got the latest (I don't like Automatic), but now the install craps out even before the download.
