Solved Bios Beeping Noises On old IBM desktop

I wanted to blow the dust off my old PC and see the old memories I have there from 3rd grade days
When I opened it it started making some wierd noises so I searched google but could not identify the problem
I removed the RAM and the battery on the motherboard and put them back but nothing changed
I recorded the beeping noises here so I hope someone could help me. all I remember is that it's an IBM pre-built desktop PC running windows XP. I also replaced the motherboard like 7 years ago because the old one had been destroyed for some reason but I cant find the box of the old motherboard or remember the model or the brand of it sadly

when I start the PC I dont hear any Hard drive noise and the PSU fan doesnt spin
wierdly the PC doesnt have any other fans other than the PSU fan and the CPU cooler fan which also doesnt spin

I think it's a faulty PSU ??
when I plug in the power cord there's a small lamp in the motherboard ... this lights up and the CPU cooler fan spins BUT both of them work for like a very small fraction of a second then they stop ... maybe a bad power cable or a bad PSU ? not sure
