Black screen with cusor

Hi

i have tried to search and find a fix for this problem with google no luck

my computer does not startup it reboot's everytime after it says starting windows it is flashing for a second, when i look closely it looks like a blue screen and then it restarts, i have tried system recovery but it is only a black screen with a cusor showing i have tried to insert a win 7 disc but same thing it shows a black screen i have tried safemode,safemode with networking and with command prompt same thing a black screen with cusor

and i cannot use any cmd prompt because i cannot do anything only a black screen with a cusor

please help
