Black screen with mouse cursor after login.

Well my dad just brought me a computer from his business to repair, the problem is as i mentioned in the thread title; is a black screen after login with the mouse cursor. I've researched this problem and found that i had to start the task manager (ctrl + alt + delete) and either close down explorer.exe or start a new task which was explorer in the task manager.. My window backround appeared after i started the explorer and so did all my icon.. Everything looked fine so i restarted the desktop.. Same problem occured again, black screen with a mouse cursor... so i started explorer again in the task manager.. the problem is that the computer won't let me do anything.. because there no task running... I tried to go to the control panel and do a system restore but it gave me an error when i clicked on the control panel saying "no such interface was found" i tried downloading a anti malware program but the download failed because it was blocked.. I can't even go to the regedit.. nothing seems to be functioning..

And to make things worse my dad doesn't have the window 7 CD to restore it through the CD. what can i do?

UPDATE: I tried running it under window safe mode with networking it didn't work. My desktop couldn't even show up, I tried checking the disk (chkdsk /f) but it said i didn't have enough admin power or somethng like that. I manage to find a window 7 CD.. Going to see if i can repair it through the CD.
