Black screen with moving cursor after "Starting Windows"

So, every single time I try to start up my computer, I get past the ASUS screen and the "Starting Windows" screen, then it just gives me a completely blank screen, with absolutely nothing except my mouse cursor. The keyboard is functional, because i tried the function key to shut off my monitor and it worked. I have completely no idea how to fix this. I tried waiting 30+ minutes, checking the C: disk, safe mode and nothing gave me any results.

After POST hit F8.
Try first to boot in safe mode.
There is also a Boot from last good..

When your on the blank screen hit "Control Alt Delete" That should bring up the task manager. Select File, New Task. Type explorer.exe and hit enter. That should bring your desktop backup. If that works we'll go from there. Here's a Pic.
