Blocked site access

Good day All,
This is my first post so sorry if it is on the incorrect site.
I run W7 H/Premium 64 bit on an acer laptop.
After having access to gutenburg.org for more than 5 years I find that I am now getting the message "enable TLS 1 TLS 1.1 and TLS 1.2 if still no response contact your server " This same situation happens when I try to log onto Gutenburg with my desktop which is also W 7 H/Premium 64bit. I have done a search and can find nothing.
It is not a server fault because my friends next door use the same server and they can access the site.
The only thing that I can think of is that I have updated both laptop and desktop to W10 and then reverted both back to W7 due to deciding to wait for the next update to w10 before reinstalling it.

Could this be related some how??
Any help gratefully appreciated

Can you also check your internet options settings.

Control panel >> internet options >> advanced, scroll down, and tick the required fields.

Hi Barman, my senior moment, I have been trying with the e and not u. I have accessed Gutenberg with your link but if I google Gutenberg and click the top suggested link (which is the same heading as your link) I still get the TLS error as posted.
Hi Torchwood, I have enabled the 3 TLSs as per your screen shot and still no go.
LaybackBear, my avg is not having a problem with the link!!

Don't know what else to do as Gutenberg is the only site giving this non access fault

The top link was not the same for me when I googled Gutenberg.

Google returned with:
