Bluetooth devices not showing up in "Add New Devices"

I just bought a new USB Bluetooth adapter (Targus Bluetooth 4.0 Dual-Mode Micro USB Adaptor), so that I can use my Bluetooth speaker and my PS4 controller with my desktop. I used the included CD to install the drivers. But for some reason, no devices show up in the "add new devices" menu. I'm trying to add my Leviathan Mini to my computer, but it does not show up. It did show up for a brief moment after a lot of (failed) troubleshooting, so I tried to connect to it, but it didn't work. After that, it didn't show up. The computer shows up on my phone, but when I try to connect to it, it just says "Couldn't pair with DANKMEMES-PC (don't judge) because of an incorrect PIN or passkey"
I've tried everything online I could find: making my computer discoverable to other Bluetooth devices, changing the username to Local Service and deleting the password (even though it already was Local Service, but the password wouldn't delete, as it just reset when I applied settings), and I've restarted my computer afterwards.
It's really making me angry (adding it to the list of things that I can't get to work that everyone else can), so I would really appreciate some help. Thanks a lot!

Open device manager to see if there is any missing drivers (yellow alerts).

Open a CMD window and type:
sfc /scannow

The only driver that has a yellow alert is "Generic Bluetooth Adapter" (which just says it can't start), but the driver for the USB Adapter is perfectly fine, according to Device Manager.

As for trying out the sfc, it said "Windows Resource Protection found corrupt files but was unable to fix some of them." This is the CBS.log file in case you might find something wrong: Dropbox - CBS.log

Please don't put files on external drives. Use the paper clip - browse to the file on your computer - upload.

Put the disk on the ODD, open device manager, go to the yellow alert in "Generic Bluetooth Adapter", right click, update driver, and browse to the Odd main folder - select search on sub folders.
