Solved Bluetooth Dongle not flashing and not detecting my Wireless Earphone

I have connected the USB Bluetooth Dongle (BCM20702) to the "work computer" and it is detected but not flashing blue like it should be doing at home on my own computer. The wireless earphone "WLE1717" is showing up on my Bluetooth Devices but is still having the "searching flashing light" being shown on it.

I have taken a look at the device in "Bluetooth Devices" and it intermittently shows up as "Trouble Shoot" not the whole time, when I right click it, there is no Bluetooth option and it says "Mouse settings, keyboard settings"

What can I do to make my wireless earphone work?

I checked the Bluetooth standard for the Dongle it says version 4, how do I check it for the wireless headphone? The thing I do not understand is that at home I also have Windows 7 and it works perfectly fine. It is just the work computer which seems to not like it. What would prevent it from being able to use it on a work computer?

Check with your I.T. department at work.
They might have USB ports disabled because they don't want strange things plugged into their computers.

Tell me how USB ports would be disabled if the keyboard, mouse, phone charger and dongle have been detected?

It shows up in Regedit as (3) Enabled and in Device Manager.

Ah I see, my bad for not painting the clear picture, any ideas after that? I have gone into Administrator mode to enable all the settings and to no avail

Well I am trying to get some ideas, I have depleted all the information I can give, I downloaded the drivers needed by windows update (except one driver which was from the Broadcom website). Exact description would be the USB is small and is supposed to have a blue led light flashing when plugged in. The ear piece is a small black sort of ice cream cone shape device that has red circles on it. If you type in WLE171 you will find out what the ear piece looks like.

After saying this information, I would need to bump again so that it will get read. I understand after time my thread drops to the bottom and reduces the chance of it being read.

How to enter the Bluetooth pairing mode:
