You could try using a different image file format such as .bmp .gif .jpg .png
See if a using different format works better.
I think I see what you are describing, but the difference doesn't bother me as I don't pay much attention to the picture.
It could also be my eyesight is not as good as it was when i was younger...

I believe you can right click your desktop and click on personalize,
Click on Windows color and drag the intensity slider all the way to the left and get rid of most of the shine effect.
