Boosting microphone volume

Win 7 home 64 bit. I use Google Voice through Chrome to make long phone calls. I would like to boost the volume of the microphone I use when making calls. I have looked through all the sound settings, properties for the default mic (the one I'm using) and everything is set as loud as it can be. I have this issue with the onboard sound card, as well as with a PCI card I added. Exact same volume level. It is recording, but at about half the volume I would like. Again everything in sound/recording/default device/properties is as high as it can be. The card has no "boost" in that dialogue, while the onboard did, but setting it at 100% makes no difference. Anyone know of any utility or similar I can add to boost mic volume? The issues isn't just there when on Chrome/phone calls, if I go to "Record" the volume is the same low level.

It's either the wrong ohms on the microphone or you will need a preamp
