but I'm intrigued as to why you want tio install unsigned drivers

I don't want to disable, I want to Enable :-)

I don't want to instal unsigned drivers! (lol!) I only want to do the opposite.

Confusion arose because you asked how to enable or disable the installation of unsigned drivers.

Now that you have confirmed you don't want to allow unsigned drivers to be installed, we can try a different approach.

Have you checked that UAC is enabled?

Try Visual BCD Editor - Windows 7/Vista - every single bit and byte is displayed...

Every loader and element is displayed with symbolic name and internal {GUID} or hexadecimal id.

To edit an element (of a loader) just double-click it - if it is of enumeration type you will get symbolic names to choose from like NxPolicy -> OptIn, OptOut ......for example.

The element is AllowPrereleaseSignatures (id=0x16000049) - it is a boolean.

It is best to delete it. (Select it and click Delete, Confirm.)

To find out which loader it belongs to exactly check loaders by {GUID}.
