Bootmgr is missing,startup repair doesn't work

Hi,
I'm receiving the Bootmgr is missing messagem e.I looked up solutions for it and most of them said that the best thing to do is run the startup repair on the recovery disc/windows disc. I tried that but it failed saying it cannot repair it automatically(one of the things listed in details under Problem Signature 7 was MissingBootManager. I tried another solution to this by rebuilding the BCD but it said that there aren't any Windows installations(only the drive with Windows is plugged in) and I tried this solution:
•If the Bootrec.exe tool cannot locate any missing Windows installations, you must remove the BCD store, and then you must re-create it. To do this, type the following commands in the order in which they are presented. Press ENTER after each command.

Bcdedit /export C:\BCD_Backup ren c:\boot\bcd bcd.old
Bootrec /rebuildbcd



But with the second line, it can't find the file to rename

Is there a way to get it booting again without re-installing Windows?

NOTE: Make sure no USB drives are plugged in.

Do not use a USB Pendrive for Startup Repair.​

Actually I am using a Startup Repair disc,it's got the same options as the Windows Disc

Enter BIOS setup to make sure your HD is detected.

Set CD drive to boot first, then HD next. Disable any floppy drive if present in BIOS.

Download, burn to CD or write to flash stick Microsoft Standalone System Sweeper. Boot, update and run a full scan.

Boot the Repair CD, does it find an installation to repair? If not click through to Recovery Tools list to open a Command Line, type: bootrec /fixboot then bootrec /fixmbr to see if it forces installation to show.

Then run Startup Repair repeatedly.

If this doesn't repair Windows to start, reopen the CD Command Line to run SFC -SCANNOW Run in Command Prompt at Boot

From Recovery Tools also try running System Restore then from Command Prompt run Disk Check.

Test the HD using maker's diag/repair extended CD scan: HD Diagnostic followed by RAM - Test with Memtest86+ for 5-6 passes or overnight. Try resetting the CMOS: Clear CMOS - 3 Ways to Clear the CMOS - Reset BIOS

You can copy out your files using Repair CD: Copy & Paste - in Windows Recovery Console

Then run Factory Recovery from its partition, Recovery Disks you have made or order, or find a Win7 installation DVD for your version to clean reinstall with the Product Key on COA sticker, following these steps to get a perfect reinstall: Reinstalling Windows 7
