Startup Repair Loop, Apparently

Long story short, after an inexpected shutdown, when powering my laptop back on, I am taken to the Start Windows Normally/Launch Startup Repair screen, if I choose Start Windows Normally, the Windows logo appears for a while, and then the computer restarts, and takes me back to the same screen; if I launch the Startup Repair, it loads the files and displays the Windows is loading message, then goes to a black screen with a (responsive) large white cursor, and stays there. At this point, my only option seems to be to shut down using the power button, or pull the plug.

Since I have looked online for solutions and have found a few suggestions involving the command prompt, I have tried to open it, but:

While I am able to access the Advanced Boot Options menu by using the F8 key at startup (as well as the BIOS), once there:

Run in Safe Mode loads several drivers, and then the computer restarts, and goes back to the Start Windows Normally etc. screen again.

Repair Your Computer, while present as an option, seems to simply launch Startup Repair again, and takes me to the same black screen with the white cursor, no menu appears from which I could run CP.

Since I have some recovery media created when I bought the computer (not used till now) - I tried to boot off one of the discs, but I get a "boot failed" message, and then a screen with the two options, start Windows or run memory test (I ran it once, and it found no errors).

Except for trying to boot off an external DVD drive, which I don't have at hand, in case there is some physical problem with my current one, I am not sure what else to do.

If you can get or have an win7 install cd boot from that and try fixing it often this works as its not loading corrupt files in windows

Thanks for the reply and the suggestion, but that is one of the things I already did, as listed in the first post, and I don't seem to be able to boot off the laptop's DVD drive, at least (I also tried booting a Linux Live session from the same drive, and it didn't boot, either, so it might be there is a hardware problem with the drive - by the way, if I managed that, would it give any options?).

That is why I am considering trying an external one, but would there be anything to do before resorting to that?

Can you copy dvd to usb and bot from that on another pc

You mean, the recovery media DVD? If so, copy by creating ISO/burning it to the flash drive?

Ok, but, still - would this refer to the recovery media? Also, what would be current to create the ISO with?

So, I have not yet used the ISO above, but meanwhile I have booted from an external optical drive with the recovery media I have, what I get is a message:

Boot from CD-ROM:
No Emulation System Type 00,

after that I am taken to a Windows Boot Manager screen, with a Choose an operating system to start, or press TAB to select a tool menu, with the only choice of OS available being Windows Setup [EMS Enabled], and the only tool - Windows memory diagnostic. Choosing Windows Setup goes through loading the files again, and then again goes to the black screen, as before.

Shall I go on with trying to boot from the ISO, or do something else?
