Solved BSOD - BUGCODE_USB_DRIVER, USBs not working correctly.

Well, for quite some time I've had this problem with my USB storage, in which any USB inserted into my computer that contained any bit of storage (External Hard Drives, iPods, Flash Drives, etc...) would not load, windows would not even notice they're even plugged in. (However they DO show up in my bios!) All other USB devices, such as my headset, keyboard, and mouse do work if they're plugged in while the PC is booting. If they're ever unplugged at one point they become non-responsive.

I have looked up a ton of solutions, most of which were similar to, "Disable your hardware with a yellow mark next to it! Update your drivers! Uninstall your usbs and reboot!" (Which un-installing caused this BSOD after a minute of being at the desktop for the next few times I had booted up.) Others have mentioned try formatting the extra drive letters in Disk Manager, to my surprise the other drive letters weren't even present. (Just my 3 HDD and my CD drive was shown.)

I have also noticed that USBSTOR.sys is not running at any time, nor can I force it to start. I tried starting it through a command prompt and this is what I was left with:

Every time I shut down my computer, I also get a BSOD. (BUGCODE_USB_DRIVER, 0xFE)

The main issue is I need to solve this BSOD and get my USB storage drives working again. Everything requested it attached.

Specs:
Windows 7 Ultimate - x64 bit
The original OS on this hard drive in this installment, which is a full retail copy. It was installed sometime spring 2010. (March, I think.)
I cannot give a date on hardware, this pc was custom-built back before vista was around, the specs were functioning with Windows 7 RC when that appeared, so I decided to being using windows 7.
Graphics Card: Radeon X1600 Series
Motherboard: ECS Elitegroup - RS485M-M

Note to the PC Health Report:
I do have several anti-virus programs, (not all running at all times, of course.) however Windows does not consider them as dominant virus scanners. (Ex: Ad-Aware, Malware Bytes, Spyhunter.)

If SFC reports back with errors on a fourth run this time, please use OPTION THREE of that tutorial to generate the sfcdetails.txt file and upload the file to your post for us to take a look. Depending on how much corruption there is, it may be fairly easy to fix any issues.

Well, I just finished the first SFC scan, there were errors. I had also followed the instructions given here. I still received a BSOD while shutting down, but a few minutes after at being at the desktop I noticed windows played the "USB Device Found" sound, however I did not find any new changes. I was also prompted to restart my computer a minute afterwards.

I'll complete the second SFC scan, then I'll report back with any noticeable changes.

Careful; it sounds like you are going through the steps in a jumble rather than one at a time. This could result in needing to do them again one at a time later. Take your time and do not rush to get the tasks done. Troubleshooting takes a bit of time and patience. It will take more time and patience if you rush. ;)

Don't worry, I messed with device manager first, then began to scan.

The fourth scan came up with errors, so attached is sfcdetails.txt as requested.

It looks like the errors aren't from a USB driver anymore, however the same issues still apply, along with the USB drivers are stuck in a "stopped" state.

After you replace the file, restart the computer and then run sfc /scannow to make sure the problem was resolved. Best of luck!

I have a question, I have noticed a lot of programs that can be used by viruses (Such as C:\Windows\System32\cscript.exe) have "TrustedInstaller" as the owner of permissions, from what I know TrustedInstaller helps with Windows Update, however is there a chance that it's control over everything is caused by malware?

I'm interested since the files I have extracted from my windows CD only have my user as owner of the file.

It is by design that TrustedInstaller is the owner of the Windows folder. Typically, all directories and files that are within Windows inherit permissions and ownership from the Windows directory, so they then are also owned by TrustedInstaller.

I am not sure I understand the question, but does that answer it? If you would like the file you just replaced to be owned by TrustedInstaller, we can set up the permissions. It is up to you.

On my PC I have licenses for certain programs I would like to keep, (Such as Visual Studio 2010) if I repair would there be a chance the program may not work again because of a registry problem?

It should not affect your programs in any way. Licenses in the registry should also remain intact. As a precautionary step, we do still recommend backing up any important user files in case the unexpected should happen.

What Anti-virus program you are running, you might want to scan whole computer for viruses.

After tons of idling and restarting the process, the repair process finished, however none of my problems were fixed. (Except SFC comes up with no errors!)

Windows will still not recognize storage devices, not auto-detect USBs that have been plugged in while the PC is on.

I scan for viruses all the time with Malware Bytes and Ad-Aware.

Have you by chance done any registry changes or cleaning with automated programs? These sometimes result in hardware not working properly.
