BSOD, freezes and failure to POST when under load

I built this computer https://pcpartpicker.com/b/bxjcCJ a while back and it has been giving me trouble a good amount of that time. I've finally decided to try diagnosing which hardware part or parts I need to replace. There are a couple basic problems which I believe are interrelated. One on windows it BSOD's a decent amount with SYSTEM_SERVICE_EXCEPTION. Two it will also freeze sometimes(screen stops updating, hard drive light goes off though since I updated the BIOS the hardware light sometimes locks on). This happens on Window 7 and Linux(Sabayon). The only way I've found to fix this is a reboot, and that leads us to problem three. Sometimes it fails to boot. The after-POST beep never sounds and the hard drive light just flashes on for about a quarter of a second as you press the power button. The CPU Light on the motherboard stays on, meaning it is probably a CPU or motherboard problem I think. This only seems to happen when it is still hot from running as if I let it sit for 30 minutes or so it always comes on right away.

Here is some data from trials I ran.
Trial1: Idles at ~45C. Froze when running prime95 after about 30 seconds. CPU Temp 67C. Hard drive light turned off
Trial2: No crash after over an hour of prime95 averaging about 68C the whole time
BIOS Update to latest
Trial3: Freezed at 64C running prime95 about 30 seconds. Hard drive light stayed on
Trial4: Freezed at ~68C running prime95 about 2 minutes. Hard drive light stayed on.

What do you think the possible causes for this are, considering the second issue is cross-OS and the third is a failure to POST I'd guess hardware setup is wrong somewhere? I have warranty on the CPU and motherboard.

I'd be glad to run more trials or supply more information if needed. I just want to figure out what's failing so I can replace it and get back to a stable system.

I haven't had any BSOD's since I removed it, but I still get freezes and failures to POST. Is there any way to differentiate between processor and motherboard issues there?

I tried clearing CMOS and the failure to POST still happens. I haven't been able to get it to boot since. Tried about 10 times. I'll update when it finally decides to boot.

Edit: It finally booted after around 20 tries and promptly crashed. I'm going to give it some time to cool down.

Are your fans turning, is your CPU cooler tight and the fan running, fan on the PSU, Graphics cards? Are the leds on the Motherboard on? When you try to start it, do you hear any beeps or other unusual noises?

Fans run harder when it freezes. There are no fans directly on the CPU or GPUs, they are liquid cooled out to the top and front respectively. I'll check motherboard next time it freezes. It does gave the CPU led on when it fails to POST. How can I check that the PSU fan is running?

If it is mounted facing up, you can see it. If it is mounted facing down, put you hand under it. Does it feel hot to the touch? Can you check and make sure the pumps are working on your water coolers?

Using HW Info
PART A:
You can test the volts on the PSU with HW Info HWiNFO, HWiNFO32/64 - Download < download the right bit version and close the right hand window select Sensors and scroll down to the power section where you will see what the volts are doing see my pic. In my pic the section (Nuvoton) with VBATT is a dead give away you are in the section for the rail voltages. There are other section titles and one that pops up often is ITE
Now the voltage on the different rails have to be within 5% =+/- of what is required or the machine will not work properly if at all.

The original right hand window shows the machine running and is handy for that but for looking at the components in some detail close it and use the main left hand side panel
FOR OTHER COMPONENTS
PART B:
Open each small square with + in it on the section the components are in and then click on the individual component/s (it will highlight in blue) - in the right hand side will appear all sorts of details including brands speeds and other essential info that particular device. See pic for example.


Just use PART A: and post back the shot of the PSU section as it will also give us the CMOS volts (Vbat)

I can also verify the PSU fan is running. I'm not sure how to check the water pumps, the fans are so much louder it's impossible to hear them. I can confirm they have lights on though. This is all at idle, I'll try putting it under load and if/when it freezes check again.

Volts read ok mate now an old plumbing trick to hear that pump going - get a long screwdriver or similar solid rod but a screwdriver is best. Now gently place it (the driver blade) on the pump casing and then place your ear or the bone just in front of the ear against the driver handle - it should be emitting some sort of sound like a whirring / rushing sound ;) If there is nothing then the thing is seized. Also it should feel relatively cool to the touch - again if it is hot then same thing.

I can confirm now that the CPU Pump is running and ever so slightly cool to the touch, I couldn't test either of the graphics cards. I was wary about putting metal potentially in contact with an exposed, running graphics card board, and I'd have to move the computer to get to them. If we really think that could be it though I can try.

Well no don't place metal anywhere near the GPU's mate instead get hold of say some plastic knitting needles - one of those really thick ones if you can - my partner uses 20mm ones from time to time the same principal will apply. Also look in the kitchen drawer for plastic utensils;)

Even a thin-ish wooden spoon may suffice and anything you put inside the case make sure you ground it first - should have mentioned that before.

I ended up using a wooden spoon as you suggested with the fans on low and I can definitely hear pump noises from both of them.

Any ideas what's causing this then. My current theory is a problem with the processor, but I'm not sure. My main supporting evidence is that it crashes under CPU load and that when it fails to POST the CPU light stays on. I guess this could also be a motherboard issue, but CPU is easier to replace so I'll hope it's that if anything.
