Can I recover Windows 7 fIles on new PC?

I literally was about to make a backup of my PC. Of course, my motherboard decides it's time to die. I'm going to build a new PC in a few weeks.

Is there any way to recover my files from my old HDD? I think a Linux Live CD use to do the trick years ago but I'm not sure if that would work with Windows 7. Is there another (or better way to accomplish this?

You can either install the drive from the old PC as an additional drive in the new PC or enclose it in an external USB drive. You can then copy off the user files you want. Programs can't be copied as they will have to be "installed".

Nothing "exotic" about this.
