Can I safely delete these from my 2nd internal HD?

The following folder has appeared on my secondary internal HD, used only for Acronis back-ups. It says it was modified last Nov. 11. I am guessing that it is some sort of temp folder; it's under 3 MB. Can I safely delete it?

The second item is a single dll file also sitting on the drive, not in a folder: gdiplus.dll, modified last Sept., 1661 KB. Since this is presumably a Windows file, am I correct in guessing that there is one on my C drive and that this is a leftover artifact of some process, perhaps when I moved files from my old computer to this one early this year? Should I try putting it somewhere else?

Bought by Laptop on 24 December 2012, after making sure the world wasn't going to end.
Those folders are used for temporary update data, first check if there are any pending updates and if not you can safely delete them
