Can I use windows 7 upgrade on a computer with no OS

My laptop recently broke so i am purchasing a second hand desktop and it has no OS on it i was wondering if i can use the windows 7 upgrade to put it on the desktop instead of the full one as it is 80 euro cheaper

You can use the upagrade on only one computer at a time. The second computer, however, must have an earlier OS on it to use an upgrade version. You need the full version.
