I've been rebuilding my desktop - as some of you are aware - and just ran into a problem that an hour later and an image restore I found the solution but can not understand the problem:
I had slipped when adding to the path in advanced settings, and added the path it to the end of the comspec.
Well when - after many programs re-installed I tried to run one of my many .cmd files, it claimed the file did not exist. BUT the program would run it I ran it as admin - that is what I do not understand.
Can someone explain why the admin could find a "missing" comspec, but a user with admin privileges could not.

It just happened again, right after I tried to run RDS, BUT this time the comspec was fine - a reboot, thankfully, fixed it.
ANY ideas?
