Cannot download files using firefox or IE, but other downloads work

Hi. I just started noticing a problem recently with downloading anything from a browser. I use Firefox normally, and everything was all good until I tried downloading a driver off the Dell website and when it finishes download, it will never run. I always get an error message. I tried downloading the same file with IE, and it still does not run. I thought it might have been a problem with the file, but I've tried downloading different files without luck. I thought it might be a Firefox problem, so I uninstalled Firefox, and now I can't download Firefox back into my computer using IE (file downloads as Firefox 26.0 stub.exe) and it doesn't run.

I have no problems downloading torrents, but I use uTorrent. I'm not sure what exactly is going on. Does anyone have any clue as to what's happening?

Some extra notes:
- The file shows that it is a completed download. When I go to run it, it pops up an error message.
- I have tried downloading different things from different sites, and nothing works.
- I have tried shutting off my AV and malware programs, and still no luck.
- Seems to be browser related because I can download from my gmail and torrents.
