Cannot download March Updates Error 0x80073701

Hello everyone! This is my first time posting here, so I apologize if I miss something on here. I'm using Windows 7 x64.

I'm having a problem downloading the updates for March because I get the error 0x80073701. I didn't have any problems with last months updates. This is happening with the following updates:

KB4088875 (monthly rollup)
KB4091290
KB2952664*
KB4088881 (added March 24th)

I've tried multiple solutions over the past couple of days with none of them working. At this point I've forgotten most of what I've tried, so I'll happily start from scratch and do any/all solutions again.

I noticed that in the installed updates tab that I already have KB2952664 downloaded. However, I was unable to uninstall it like one of the solutions started as it says an error has occurred.

To test the issue, I also downloaded two other optional downloads that was listed, Skype and Microsoft Silver Light, to see if they also had problems, but I was able to successfully download those. It's only the four I have listed above I'm having problems with.

I tried running the SURT tool, but I was unable to successfully do so. After downloading it and running it as instructed I got the following error message: "The Following updates were not installed Hotfix for Windows KB947821"

I also ran the SFC scan tool, but it came back clean saying it did not find any integrity violations.

I also ran the Windows Update trouble shooting tool, and it came back with "Windows Problems found

0x80070490"

I also ran virus and other scans and they all came back clean. I am now unsure of what to do next. Any help would be appreciated!

Quick update. I'm still having the problem listed above, but I think I made some progress.

I'm not sure exactly what I did, but I managed to get the SURT tool working. I ran a scan and then checked the SUR logs and saw that it said I somehow had 586 errors. I looked at what the problems were, and then found/downloaded files needed from the Microsoft Update Catalog and put the msu files into the packages folder.

I ran the scan again and this time it said it had fixed 490 problems. I went through the rest again and found a couple I missed or accidentally downloaded the x86 version. I then downloaded the new files and repeated the process.

I am now down to 96 errors that seem to be caused by six kb updates.

EDIT: I figured out that I can copy the files from one computer to another, so I pulled out my old laptop and copied all the files over to my desktop. SURT was able to repair almost everything besides problems related to one update.

SURT is for some reason unable to repair anything related to KB3172605. I tried downloading the msu from Windows Update Catalog as well as copying all the package files from my laptop directly and SURT was still unable to fix them.

I checked the installed updates list and it's listed there. I tried to uninstall it in hopes that I could reinstall it, but it won't let me. I tried uninstalling it from an elevated cmd prompt, but it then says that the "element was not found."

So to summarize these are all the issues I currently have:

1. I am unable to install the March updates (listed in first post) due to error 0x80073701.

2. SURT refuses to fix errors related to KB3172605 even though I directly copied the files over to the temp folder (which they show up with everything else).

3. Not sure if related, but running the Windows Update troubleshooter comes back with error 0x80070490.
