Cannot pin items to the taskbar

Well, I'm sure this has probably been posted a million times, except none of those solutions in those threads have helped, so I need some new advice.

Basically, I cannot pin items.

I do get a 'Pin this program to taskbar' when right clicking a program that is running. When clicking this, it simply won't pin.
I cannot drag items to the taskbar, I get a red cross.

I have NOT removed the shortcut icon (the little arrow) that seems to be causing an error similar to this, and my "lnkfile" registry item is fine. It still has the "IsShortcut" item.

This problem simply happened one day (quite a while ago) and whilst I can probably restore to that date, I want to avoid that as I've installed quite a few bits of software since then. The only reason I ask today is that I lost my Windows Explorer shortcut on the taskbar, and that is really needed.

Please help, this problem is an absolute pain.

Hi, Welcome to Seven forums.

Go to Run: gpedit.msc
User Configuration -> Administrative Templates -> Start Menu and Taskbar
Do not allow pinning programs to the Taskbar.

Make sure this is not set. If it is, change it to 'Not Configured and reboot. Check now.

You can also pull up the list of programs >All programs open the list out with a left click on the folder and then right click on the program proper and pick pin to the taskbar form the window tha opens.
