Cannot ping local computer.

Hi guys, I having problem to ping my other computer which is on the same network...

my ip is 192.168.1.3

192.168.1.3 to 192.168.1.2 - request time out
192.168.1.3 to 192.168.1.1 - i'm able to receive a reply however..
192.168.1.1 to 192.168.1.3 - my sis laptop is showing request time out.

Arg... what happened? i disabled all antivirus and firewall in my computer already. I'm able to ping 127.0.0.1.
