can't access files

i noticed something very strange when installing programs / games on my computer, after the installation i cant access the files on the folder!! for example apply a patch or delete them. the message i get is they being used by another program even if they are not according to task manager.. any ideas ?
computer has no virus.

one more thing !! when this happens i cant perform reboot because the computer stays black screen on reboot.. but if i choose shutdown then it opens normally !!!!!!!
