Can't access User Access Control

Hello,

First of all I'm translating messages I'm getting from a Windows French PC, so it might not be exactly accurate.

After a spontaneous reboot of my PC while I was absent (I guess it was an update) the UAC ask if I authorize programs to bring modifications...
At that point it's not a problem it comes back after each update.

Only this time when i try to access the UAC to modify when notifications appears, I get a white page that stays a few seconds then disappears.

I looked on my part how to resolve the issue and apparently using the sfc /scannow command (as administrator) would resolve it.
Only for me when the verification is over i get an error message ~"windows resource protection found corrupted files and could not start the repair"

I went to search again and I according to existing threads I should launch the command:
DISM.exe /Online /Cleanup-image /Scanhealth
then
DISM.exe /Online /Cleanup-image /Restorehealth
Except I receive: Error: 87
~"Scanhealth option is not recognised in this context"
And the same thing for the restorehealth option

So I'm finally done and don't know what to do, I imagined those problems are connected but I can't figure out how.

Do you have KB3022345 installed? If you can't find KB3022345, it may be because it was replaced by KB3068708. This should fix the corruption issue with this particular update but for some it doesn't.

You can try the fix here The Tech Cookbook – Windows 7 update (KB3022345) causing corrupt files

Then run a new sfc /scannow and report back if you still have corruption

I don't know how to tell if i'm on KB3022345.

I followed the fix you linked me, and I don't have the corrupted files mentioned. However I have a whole lot more corrupted files (in the thousands) and failed package.

I don't know if it is relevant but I couldn't open the CBS file directly in Windows/Logs/CBS: I got an access denied. I had to copy and paste it on the desktop.

I'd like to mention that my PC is now more than 4 years old and I've never had issue like this before (I know not to download risky files and check with malwarebytes even now and then). I'm persuaded it isn't an infection as I've not really been using my PC for the last few months.
