Can't access web site that others can access

I'm running Win7 x64 and Norton 360. My network provider is Time Warner. I used to be able to access aviationweather.com: The Leading Aviation Weather Site on the Net, but now when I try, I get "Web page is not available" in all browsers, even with my firewall turned off. IsItUp.org and related sites say the site is up, and people I know with other network providers have no problem accessing it. This would all seem to implicate Time Warner, but before I waste hours with those morons I thought I'd see if anybody here has a better suggestion. Thanks.

Your problem is normally a firewall or a security program for this kind of problem on all browsers. I have no problems with that website.

Could you list your security programs. It may help others help you.

I also don't have problems with AWC - Aviation Weather Center.
It still sound like its Norton 360 causing the problem.
I will see if I can find another Norton user to drop by.

The .gov site loads for me but not the .com. The com site must be loaded with scripts or images that must be getting blocked. The image below is what I get.

I would try to disable any toolbars of Norton's and test if you haven't already,
Heck use ie11-10 or what ever version you have installed,
Once you open ie use gear symbol on the top right and Manage add-ons,
On the bottom of the left column click on the drop down under Show and switch to show all add-ons,
Disable what ever shows for Norton.
Go to the site.
Also,
See what this does,
Use No Add-ons mode/ Click the Start button and type in the search box,
