Can't create a partition in unallocated.

I have a 16GB flash drive that I want to create 4 partitions (4GB each) on. I already created my first one, but when I go onto my second one:

No usable free extent could be found. It may be that there is insufficient
free space to create a partition at the specified size and offset. Specify
different size and offset values or don't specify either to create the
maximum sized partition. It may be that the disk is partitioned using the MBR di
sk
partitioning format and the disk contains either 4 primary partitions, (no
more partitions may be created), or 3 primary partitions and one extended
partition, (only logical drives may be created).

I have Windows Home Premium 7 64-bit btw.

Windows does not seem to recognize multiple partitions on a removable drive. Other operating systems like Linux can. Windows will only recognize the first partition.
You may be able to do a hack to get the system to recognize the removable drive as a fixed drive, but I would not recommend that.
It is best when working in Windows to learn to use folders on thumbdrives to organize the data.

I've use the Minitool Partition Wizard Boot CD and it can recognize all the partitions on a removable drive. You can download this for free from their website. If you install it, there is also an option to create a bootable USB stick.
