Can't find option to tile background

Hi. I have a newish laptop which was running Vista Home Premium, I have now upgraded to Win 7 Home Premium.

In win 7 I cannot for the life of me, find where I can change the background picture from fill (which it seems have defaulted too) to tile, stretch etc.

I have combed google and I know I have to set picture position but how do I find where that option is?

It's driving me nuts.
