Can't fix with SFC, can't use repair disk

I have a i5 750 system I am using for a HTPC. It boots and runs mostly but getting occasional BSOD and IE stopped working and won't uninstall. I probably caused this by some overclocking instability. Its now back to stock and have run SFC and it finds but can't fix quite a lot of corrupt files, too many to fix manually. I tried to make a repair disk ISO but my Win 7 key is a from a partner agreement and is not recognized at the ISO download page. Got it from the school division my wife works for. It was an Win 7 upgrade DVD but I installed it as a full install originally. I also have system image backups on an external drive but system restore can't find them. It may have been because I think I was moving the backup around into another folder. One from last fall is listed on the restore points but it doesn't find it.

Anyway, I was considering installing Win 10 for free anyway so I might do that instead of fixing but would probably want to do a fresh install instead of an upgrade on a corrupt system.

To get the free Windows 10, you must upgrade from an installed an activated Window 7, 8, or 8.1 system.
Could you borrow an installation disk from some? As long as it is the same version as your Windows 7 product key ( Home Premium, etc) you can use it
