Can't open any folder properties, or customize folders

Hi, I have accidentally noticed that i cannot open any folder, HDD end else properties.( right click --> properrties). I can do this on single files.

If any one can offer me any solution for this problem it would be great. Its, really anoying.

Windows 7, intel atom 1,6ghz, intel graphics. If something else is needed just let me know.

Actually i have noticed that i cannot access properties nowhere, folders, files, i windows programs like "lusrmgr". Please help with this one.

You might see if doing a repair install may be able to help fix this.
