Can't sign into Games for Windows Live

I can't sign into Games for Windows Live Client. It tells me that I need the Windows Live sign-in assist. I downloaded the 64-bit version and the update always ends in an error.

Errrr, something like that happened to me a few months ago. Back then MS did some changes to it's GFWL & XboX Live systems & some countries were locked outside. In my case I had to login to Xbox Live(I don't even have XboX) using IE and accept the new Terms of Service" or something like that. I was asked to accept it right after I logged in.
Also, I think I had to change my location from MY_LOC -> US or US->MY_LOC.
Sorry, I know it ambiguous but I don't remember exactly what other changes I did. But it worked. You can login to XboX Live using your Games For Windows Live account.
