Do you have a video card installed ?
Go into task manager click performance click resource monitor click memory and it will show you what`s up.
This particular pc has 4 gigs but shows 2.94 as useable but as you can see in this shot it all adds up to 4096 MBs.
Says it supports 16 Gigs.

I believe that translates to the missing 4130 mb is reserved for hardware, likely your video card.
Your settings in Boot Options might not be correct, take a look...
