Is there a way to set IIS so it does not start automatically when Windows starts? I know how to turn it off.

Yeah I know but in previous versions you could manually set it not to automatically start up. I don't want to delete it.

If it is in services, you can set it to manual as in previous version of Windows. As long as the option for it isn't greyed out or something.
