Changing Default Icon for Full Folders

Recently I took to changing around the default folder icon for (what I had hoped would be) all folders on my computer. I did this by creating a "Shell Icons" key in my registry here,

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\Shell Icons

Then creating string values labeled 4 and 5 in that key and modifying them with the pathway to the icon files I wanted. This worked perfectly on all my empty folders, but it left the full ones (displaying the type of file inside) unchanged. I've been trying to figure it out for a couple of hours and I just can't get them to change too. If I can I would rather change the settings in the registry than download a program to do it for me. Any help would be appreciated. Thanks :)

Your did not answer the question and step 11 does not help. The issue is how to change the "Default Full Folder" icons.
