I've spent many many many hours trying to find out what is the problem, so let me explain to you what I've gone through.

First encounter: I scheduled a chkdsk C:/r for next reboot, sweet right? Go to sleep and wake up, boot up the PC and go take a shower only to come back to reveal some awful pixelation on the top of my monitor on the left and right areas, at this point I'm like WTF? I do some reasearching and find that Kaspersky could be messing with the chkdsk utility, I keep trying to fix it and it gets really annoying when I can't just F8 and go to the previous good boot settings, I have to do a system restore just to get back onto windows.

After doing this about 5 times I get fed up and reformat, so here I am.
Immediately after doing so, no programs installed nor any internet connection, just a FRESH install, I run the chkdsk and it fails - except this time I have the startup GUI logo back due to the reformat and it displays the chkdsk countdown to cancel it, yet it freezes at 1 seconds every time, I left it to do its thing and came back to reveal the PC shut off, turn it on and it reveals a black screen and nothing more.

I've ran the fsutil dirty query C: - It outputs that the drive is not dirty.
I've ran bootrec fixmbr/fixboot.
I've ran chkdsk from the recovery console, it outputs that it cannot write to a log file due to 'status 50'.

I have no idea what's going on, ANY help would be GREATLY GREATLY appreciated.

It's chkdsk /r C:

That doesn't matter - I'm the user that created this thread but forgot my previous account crudentials.

When ChkDsk C: is ran it outputs 0 bad sectors and reports the drive is clean and not dirty, but it just won't work when I run ChkDsk C: /r at startup, it freezes at "Press any key to cancel in 1 second(s)" or whatever...

I am having the exact same issue. By chance is your pc a laptop? Mine is the Sony Vaio VGN-AW290j windows 7 pro with a fresh install RAID Stripe (2x500g Hitachi Travelstar). I cannot get chkdsk to work as well. Just freezes at countdown to 1 second(s). Now trying to do an offline defragment of the system/pagefiles it won't do it because it says C: is dirty. Do a disk check. But I can't!!

If you really get totally stuck you can always slip out the drive(s) and slave them to another workstation and run chkdsk on them from there... ;)

Many thanks for the link SvenvdSleen, the HotFix resolved my problem, though not sure why it suddenly appeared after a couple of months.

hey guys the download link on that page says this for me: "The system is currently unavailable. Please try back later, or contact support if you want immediate assistance." I kinda need the 64bit hotfix programs and don't want to have to pay for customer support. Do any of ya'll have them on your computers still and would be able to PM me so I can send you my email address? I think it's kinda silly I can't download this important hotfix!
