Clicking taskbar icon does not cause move-to-front

When I click an icon on the taskbar, then the corresponding application window is not moved to the front of the screen. The taskbar icon flashes for a few seconds and then remains highlighted ,as if it is waiting to be moved to the front. When I want to see a window, I am now forced to minimize all other applications that are in front of it. I haven't been able to figure out the exact pattern of the problem, since sometimes the icons do respond by moving to front. The rest of my machine seems to working fine. I have performed an "sfc /scannow" command, but that gave no results. I have tried to reboot the machine and to restart the explorer.exe. I have checked for programs clogging up the cpu resources but the cpu is hardly used. There is also enough memory left on the machine.

Another sympton is that the taskbar icons on the right do not respond well, their menu's may 'hang' (they stay visible after being used), or the menu does not appear at all after right clicking.

I am runnning windows 7 on a HP Pavilion dv7 notebook.

Try a repair install. sfc /scannow cannot catch everything, so hopefully the repair will.
